After installation, locate the PM70.exe file in C:\Program Files (x86)\Adobe\PageMaker 7.0. Right-click it, go to Properties > Compatibility, and again set it to Windows XP SP3 and Run as Admin. Additionally, disable display scaling on high DPI settings (under "Change high DPI settings" → check "Override high DPI scaling behavior" → Scaling performed by "System").
